Rocky River Park Master Plan
Rocky River is creating a Master Plan for Rocky River Park. The plan collects the views of residents and environmental data, and forms them into an actionable plan for the coming years. The Master Plan will also provide support for grant applications, demonstrating that the City has thought through options and incorporated community input. SmithGroup is providing consulting services for this project.

Plan History
In April, 2024, the City of Rocky River published a Request for Qualification (RFQ) for consulting services to create a master plan for Rocky River Park. This was prompted by the deterioration of a stormwater box culvert that leads through the park into Lake Erie, shoreline erosion, and the need for better accessibility to some areas of the park. The City selected SmithGroup as the consultant, and City Council approved the services agreement in July.
SmithGroup began the project by collecting and analyzing existing information, like previous site plans and utility maps. They then conducted additional studies, including a geotechnical survey and tree inventory. In August and September, SmithGroup met with representatives from the City and the community at Rocky River Park to walk through the park and discuss ideas about what must be changed, what could be changed, and what should stay the same.
On October 22, the City held a public meeting to review and discuss design options for Rocky River Park. SmithGroup led the meeting, and you can view the Presentation (PDF). The video above follows the same presentation and provides additional explanation.
